Wall Street dips after year's best two-day run, Fed eyed

NEW YORK (Reuters) - Stocks finished mostly flat on Monday as investors paused following the best two-day run this year, with central bank meetings and a full load of U.S. economic data looming.

Traders have bet that the Federal Reserve and the European Central Bank will suggest further action to stimulate their economies is on the way when each meets later this week.

The sectors least sensitive to economic growth - telecoms, consumer staples and utilities - posted healthy gains, suggesting a cautious move to defensive plays.

Blue chips like Wal-Mart Stores and AT&T hit new 52-week highs. Wal-Mart rose 0.6 percent to end at $74.98 after hitting $75.24 earlier. AT&T added 0.8 percent to close at $37.43 after hitting $37.69.

Last week, a strong statement from ECB President Mario Draghi drove the Dow above 13,000 for the first time since early May, and gave the S&P 500 its biggest two-day rally since December.

"With all that news later in the week and after the big run, I think there's probably a little bit of hesitation to run ahead of these numbers," said Janna Sampson, co-chief investment officer at OakBrook Investments in Lisle, Illinois.

The Fed begins a two-day meeting on Tuesday while the ECB will meet on Thursday. The U.S. economic calendar is heavy this week, including Friday's payrolls report for July.

The Nasdaq Composite underperformed the other major indexes, weighed down by a 5.9 percent drop in shares of Citrix Systems and a 1 percent fall in Intel .

The Dow Jones industrial average <.dji> dipped 2.65 points, or 0.02 percent, to 13,073.01 at the close. The Standard & Poor's 500 Index <.spx> edged down just 0.67 of a point, or 0.05 percent, to 1,385.30. The Nasdaq Composite Index <.ixic> fell 12.25 points, or 0.41 percent, to end at 2,945.84.

About 5.5 billion shares changed hands on the New York Stock Exchange, the Nasdaq and the Amex - 18.5 percent below the year-to-date daily average of 6.75 billion shares through last Friday.

On the NYSE, decliners slightly outnumbered advancers by 1,520 to 1,460. On the Nasdaq, 1,586 issues fell while 883 shares rose.

Apple Inc climbed 1.7 percent to $595.03. Jury selection began on Monday in a high-stakes patent battle between the iPad maker and Samsung Electronics , the culmination of over a year of pre-trial jousting with billions of dollars in the balance.

According to Thomson Reuters data, of the 294 companies in the S&P 500 that have reported second-quarter earnings to date, 67 percent have posted earnings above analysts' expectations. Over the past four quarters, the average is a 68 percent beat rate.

Shaw Group surged 55.5 percent to $41.49 after the engineering company agreed to be acquired by Chicago Bridge & Iron Co for about $3 billion in cash and stock.

Progenics Pharmaceuticals Inc plunged 50.1 percent to $5.39 and Salix Pharmaceuticals Ltd tumbled 13 percent to $46.25 after the U.S. Food and Drug Administration declined to approve wider use of one of their drugs and asked for more data.

The timing for the Samsung Galaxy Note on T-Mobile may seem a little odd, but that doesn't necessarily detract from the oversized Android smartphone.

Reviewing a phone like the Samsung Galaxy Note for the third time is a difficult task. All the good points have been pointed out, and the not-so-good points have been argued to death, and no matter what you think, you know something bigger, stronger, and faster is coming shortly. Officials: Inspectors to help Greece find cuts

(AP) ? Finance Ministry officials say international debt inspectors will help Greece prepare a package of spending cuts and other reforms so that it can keep getting billions in bailout funds crucial to its economy.

That means the inspectors won't be leaving at the end of July as originally expected.

The three officials requested anonymity Sunday because they were not authorized to speak on the record.

They told reporters that International Monetary Fund representative Poul Thomsen assured Finance Minister Yannis Stournaras on Friday that the inspectors would stay and that experts in their delegation would help Greece find places to cut spending and ways to boost revenue for a package worth euro14.5 billion ($17.9 billion).

The inspectors are supposed to issue a report on Athens' progress in September.

BERLIN (AP) ? Eurogroup chief Jean-Claude Juncker is saying in a German newspaper interview that Europe is "at a decisive point" in its battle against the debt crisis and will decide in the coming days what measures to take.

Juncker's comments to the daily Sueddeutsche Zeitung, released Sunday, follow assurances from the head of the European Central Bank and political leaders that they'll do everything to save the euro.

Those comments have raised expectations that the ECB or the eurozone's rescue fund might step in to buy Spanish and perhaps Italian government bonds to lower the countries' borrowing costs.

Juncker was quoted as saying: "It still has to be decided what exactly we will do when. That depends on the developments of the coming days and how fast we have to react."

NSA chief: Internet 'at great risk,' needs defense system

General Keith Alexander, head of the National Security Agency, addressed an audience at the Defcon hacking conference in Las Vegas Friday, saying the Internet needed fundamental defenses against foreign incursion.

It's the first time an NSA official has spoken at the world-famous conference, where the attendees are often engaged in unquestionably illegal activities like attempting to breach the security of government agencies. But General Alexander seemed to regard them as kindred spirits as well as experts.

"Sometimes you guys get a bad rap. From my perspective, what you're doing to figure out vulnerabilities in systems is great," he told the crowd, according to a report from CNET.

But it wasn't all civilities. Alexander said that the Internet as it is today is "at great risk from exploitation, disruption and destruction." Tracking Internet activity is a massive task and even the NSA can't do it without some kind of fundamental access.

He compared the Internet's traffic to a toll?highway, and said he'd like the NSA to act as the monitor. Most traffic would barely be paid attention to, like a car with an "EZ Pass" cruising through without being stopped. But suspicious traffic would be identified and tracked.

As MIT's Technology Review points out, NSA has prototyped a version of an Internet monitoring system, with 17 defense contractors participating. If an internal alarm is tripped, presumably in the event of a breach, telemetry from the event is relayed automatically to the NSA. Alexander would like to see something like this applied more broadly.

Naturally an audience of hackers would be skeptical of giving a government agency such broad access to all the U.S.'s Internet traffic, but Alexander assured them that their interest was strictly to investigate threats from abroad. "Our job is foreign intelligence. We get oversight by Congress," he said, also taking time to say that recent reports that the NSA had a file on every American citizen were "absolute nonsense."

He also exhorted the audience of technically proficient hackers to get involved. With a tacit nod to the bumbling efforts of some legislators in regulating the Internet and security issues, he suggested that the Defcon attendees should be helping from the inside, not just taking pot shots at it from outside.

General Alexander is head of perhaps the largest and most invasive intelligence and security agency in the world, and whether it's?despite that or because of that, his overtures to the hacking community seem reasonable. He and the occasionally lawless?hackers may in some ways seem to be natural enemies, but?as one hacker told MIT, when it comes to advancing the field of cybersecurity, "Our interests overlap."

U.S. freestyle wrestler Jake Herbert is the team's resident jokester and could barely keep a straight face during a press conference on Saturday. But when asked how he flips the switch just before a match, he gave great insight into the mental approach of athletes competing in one of the world's roughest sports.

"You start to look at that guy across the mat and you start to think of what he's trying to take away from you (and think) 'He didn't work as hard as me. I know for a fact he wasn't up at 6 a.m., he wasn't hitting the bike until he puked. He wasn't hitting the weights as hard as me. He wasn't as dedicated as I am. He doesn't want it as much as I do.' And it starts that excitement. It starts getting my blood pressure going. It starts getting the hairs standing on the back of my neck."

Upon hearing Herbert's rant, teammate Sam Hazewinkel responded "I ready to go, man. Whew!"

Herbert and Hazewinkel will have to calm down though. The freestyle wrestling competition doesn't start until Aug. 10.

Day One in the Olympic Park and already visitors are feeling it in their wallets.

"Twenty-five pounds for a T-shirt!" exclaimed Catherine Goley of Birmingham, who was browsing through a London 2012 souvenir shop ? and made a hasty exit after finding nothing in her price range.

She had tickets for Saturday night's swim competition, but others without tickets came to the park just to check it out, paying 10 pounds ($15) to get in and another 15 pounds ($22) to go up the Orbit observation deck.

Colleen Whalen, of Cincinnati, Ohio, said she would have paid to go up since that's the only way to see inside the main stadium and the Olympic flame, but tickets were sold out.

Whalen, who won a ticket to the swim finals, said she briefly considered buying a ticket for the opening ceremony, but balked at the price for the remaining seats.

"The only tickets left were 1800 or 2300 pounds and yes, that's definitely out of my price range." (In dollars, that's a cool $2,800 to $3,570).

Brazilian rower Kissya da Costa has put her modeling career on hold to pursue her dream of Olympic gold at the London Games.

The 30-year-old, who advanced to the quarterfinals of the women's single sculls on Saturday with a fourth-place finish in her heat, says she hasn't posed in front of the cameras for two years because of the demands of her sport.

"I don't miss modeling," she told The Associated Press. "In Brazil, it doesn't earn you much money."

She now divides her time between rowing and studying nutrition at university, where she still has two years left in her degree.

An in-arena announcer tries to pump up the crowd, similar to many NBA arenas.

SWEDISH STEEL

The bar used in the Olympic weightlifting competition is made of Swedish steel built to withstand 1.5 tons without snapping or losing its shape. That's four times more weight than the strongest competitors can lift.

The elasticity of the bar allows it to bend back into shape after each lift, says Erik Blomberg, CEO of Eleiko, the supplier of the weightlifting equipment used in London.

The plates consist of a steel hub coated with rubber. The firmness of the rubber is key, once the lifter lets go of the bar. "Not too soft so that it bounces out of control. And not too hard so that it damages the platform," says Bloomberg.

SYRIA'S BALANCING ACT

He's in a delicate position for sure.

The head of Syria's Olympic team at the London Games is choosing his words carefully to describe the ambitions of the country's athletes and the government, whose forces are bombarding his home city of Aleppo.

Maher Khayata said he was worried about his family, trapped in Aleppo during one of the most significant battles of the 17-month uprising in Syria. But he said the army is trying to "protect people and keep them safe."

Three Syrian athletes were competing on the first full day of competition in swimming, shooting and boxing Saturday. Back home, the army pounded Aleppo by helicopters to flush out rebels.

"There are two sides of the dispute," Khayata said. "One of them is fighting to seek power and the other side wants to keep the security of the country."

"I am a sportsman, not a politician. Everyone knows there are armed people and the army that is trying to protect people and keep them safe."

SLAPSTICK MISHAP

And now for something completely different.

It was bound to happen in the land of Monty Python and Mr. Bean: We've just had our first slapstick comedy-related mishap of the London Games.

The beach volleyball venue at Horse Guards Parade has been playing the "Benny Hill" theme over the loudspeaker while the raking crew smooths out the sand during timeouts. That inspired a couple of fans to mimic the show ? in short, to start running around the concourse between the upper and lower sections, chasing and being chased by a pair of blondes in skirts.

The crowd loved it, and the P.A. announcer also egged them on, until one of the blokes ran smack-dab into an Olympic volunteer.

The crowd gasped.

The two quickly hugged it off and went back to their respective duties: She resumed directing fans to their seats and he headed for the beer concession.

The volunteer, who declined to give her name, said she was uninjured. The fan, who said to identify him and his mate as "The Murray Brothers," seemed more concerned about spilling some of his beer.

The Associated Press has learned exclusively that it was not his first of the day.

So, no crisis here. Until a giant cartoon foot comes out of the sky and stomps out the venue, that is.

Wrestler 'The Great Khali' undergoes gland surgery

PITTSBURGH (AP) ? World Wrestling Entertainment star The Great Khali has undergone surgery to remove a pituitary gland tumor that's the cause of his formidable size.

Doctors at UPMC Presbyterian in Pittsburgh removed the tumor Wednesday. Hospital spokeswoman Susan Manko says The Great Khali, whose real name is Dalip Singh, is recovering well and is expected to be released over the weekend.

The surgical staff says the tumor caused the production of excessive amounts of growth hormone, leading to Singh to grow to 7-foot-1 and 347 pounds. Failure to treat the problem can lead to cardiovascular problems.

Wrestling star Andre the Giant, who died of congestive heart failure in 1993, had the same condition.

Singh joined WWE in 2006 and earned the World Heavyweight Champion belt the following year.

Commander: Afghan withdrawal halfway done

KABUL, Afghanistan (AP) ? This year's pullout of 23,000 American troops from Afghanistan is at the halfway mark, U.S. Gen. John Allen, the top commander of U.S. and NATO forces, said Sunday in an interview with The Associated Press.

It's a kind of milestone toward wrapping up the U.S. and NATO combat role after a decade in the war-torn nation ? but Allen cautioned against putting too much emphasis on the U.S. troop drawdown, because the U.S.-led coalition's campaign is continuing.

Still, Allen said that he knows the clock is ticking on the NATO coalition's combat mission, which is to end at the close of 2014 ? just 29 months from now.

In a wide-ranging interview in his office at NATO headquarters in Kabul, Allen also said that while Afghan security forces were increasingly taking the lead, more work needs to be done to shore up their confidence in planning and executing operations. He said this summer's coalition operations were aimed at pushing insurgents farther from population centers, expanding the security zone around the capital, Kabul, and getting more Afghan forces into the lead in the east, which borders Pakistan.

The Afghan army and police force are battling low levels of literacy, corruption within their ranks and lack of equipment and experience, but Allen said they were showing themselves to be increasingly capable on the battlefield. Getting them into the lead is an essential goal of the next 29 months, he said.

"We haven't even recruited the whole Afghan national security force. That's not going to happen for another couple months, but by Oct. 1, we hope to be at 352,000," he said. "We don't finish completely fielding the Afghan forces until December 2013. So just at that level alone there is significant work remaining to be done."

About 90 percent of coalition operations now are partnered with Afghan forces, and Afghan forces are in the lead more than 40 percent of the time, he said.

"We want to get that number higher, and that will come from battalion and higher units being able to take the lead with respect to planning," he said. "Planning is really the hallmark of any large military formation, and it's typically a weakness in new formations and new armies. So we are putting a lot of effort into teaching them how to plan, execute, recover from the mission and then re-cock and go back out again."

By the end of this year and into next year, Allen would like to see 5,500 personnel working in police and army advisory teams, but now the mission has 20 percent fewer advisers than it seeks.

"I don't know if we will make up all of that," he said, "but it's an ongoing request and I don't miss an opportunity to emphasize that we really do need these folks."

As the Afghan forces gear up, the exit of foreign troops continues.

The drawdown of 23,000 U.S. troops this year, now slightly more than half completed, will accelerate in the coming few months, he said.

"August will be the heaviest month," Allen said. "A lot is coming out now and a great deal will come out in August and early September. We'll be done probably around mid-September or so."

President Barack Obama pulled out 10,000 U.S. troops from Afghanistan last year and ordered another 23,000 to be withdrawn by Sept. 30. That will leave roughly 68,000 American troops still in the country. By Oct. 1, 40,000 NATO forces will also still be fighting.

Up to one half of the 23,000 troops being pulled out this year are combat forces, he said. Small numbers are being pulled from the relatively stable northern and western parts of the country. Some will be withdrawn from the east and the south "and a good bit in the southwest," he said.

Helmand province in the southwest and Kandahar province in the south are areas where the Taliban has its strongest roots. Tens of thousands of U.S. troops and their NATO and Afghan partners have worked the past two years to rout insurgents from their strongholds in the two provinces. Insurgents today are trying to reclaim their influence there.

The NATO mission has concentrated on population centers, and this summer, it is focusing on going after insurgents outside the cities.

"If you look at the 10 most violent districts, almost all of them are in the south or the southwest," he said. "But it constitutes a relatively small part of the population of Afghanistan overall, " he added.

"We want to continue to push the insurgency increasingly out of the population centers into areas where they can be isolated, where they can be disrupted, where they can be rendered irrelevant," he said. "And that's the nature of the operations that are under way now."

U.S., NATO and Afghan forces also are working in the east to stop the infiltration of insurgents crossing the border from Pakistan to Afghanistan, expand the security zone around Kabul in Wardak and Logar provinces, just south of the capital, and improving security along highways extending southward from the capital.

In the northeast, coalition and Afghan forces are conducting extensive operations in Kunar and Nangarhar provinces ? areas where al-Qaida and other transnational militants are active.

Unneeded military equipment also has started making its way home.

"The intent, ultimately, is to have the excess out of the theater about the time the mission would be completed in 29 months," he said. "And it will take all of that time, actually, to move that excess out ? either a shipping container or a vehicle about every seven minutes between now until then."

Even so, he said it would be a mistake to focus too much on the exit of U.S. troops and equipment.

"It's not just about the drawdown and it's not just about America," he said. "There are 50 states in this coalition. There is also a significant Afghan national security force presence and that number is getting bigger by the day and they are getting more capable by the day."

He emphasized that work in Afghanistan will not end with the NATO combat mission in 2014.

"We're probably going to see some post-2014 military presence ? some U.S. presence and a NATO presence ? and while we've got much work to do in the next 29 months, we'll have additional time later for the continued professionalization of the Afghan security forces," he said, adding that the post-2014 NATO mission is still in the planning stage.
